General 190 visa points post November 2019 changes

I would like to know whether the changes in points from 16th November i.e 15 for state nomination (5 now),10 for skilled partner(5 now), will be applicable only for 189/489 or will that apply to 190 as well?

Just wanted to know another thing -- I submitted all my papers and documents and i'm awaiting my Grant. With the new rules coming up from November, will my points be updated or is it that once I've submitted my points won't increase or get altered??

If you receive an invitation before the new rule is in effect, you won't be affected by the new rule. Otherwise, you would.

what if I don't, will my application get updated on its own?
I've applied for 190 (extra 10 points) and getting my wife along (5 point extra with passable PTE scores)
so this will be added onto my application?

If you meant EOI, most likely. Though DHA hasn't clarified the nitty-gritty details, yet.
