Agreed. Usually, they start counting after you permanently move, not the first entry.
You can convert and get the NSW licence after the 3 months "gracing" period. On the other hand, you are not allowed to drive using your overseas' licence if the 3 months have passed.Yes, for NSW, complete list of countries and age requirements for license conversion can be found here: https://www.rms.nsw.gov.au/roads/licence/moving-to-nsw.html#recognised_foreign_licensing_authorities
In addition, to get conversion to unrestricted license, the first issue date of your eligible international license (and proof of it) is important: https://www.rms.nsw.gov.au/roads/licence/moving-to-nsw.html
Note: One caveat is that I read online (not on official NSW Govt websites though) that you'll need to convert an eligible international license within 3 months of first entry to Australia. After that you'll need to go through the regular process of taking tests etc and likely the long drawn process of learner-->P1-->P2-->Unrestricted. I don't know if that's true or not.

To enter Australia, only your passport is enough.I would be visiting Sydney for 1 week in Oct, for the First Entry criteria.
Please suggest what documents to carry and specific procedures to be followed.

To leave your country, you need to carry the grant letter to show to your immigration officer.

Optional thing: Maybe bank accounts, medicare etc. if you have a local address to record. But none of these are super important unless you have any specific reason for that (for example, you need to make a bank transfer in future before entering Australia again).
