the best source is the regional migration websites- as far as the special conditions are concerned - it is always better to check those directly as they are subjected to change frequently. Thanks for the reply
I heard that they require 5 minimum years of experience, same as Victoria; do you suggest I apply for both even though my assessed experience is 3.5 years ? Does this apply for 190 and 491?

I have checked tasmania and victoria's demands; they require a minimum of 5 years experience for my occupation while I don't qualify for this requirement.
I believe that I have to wait until they change a criteria.
Since I lack information about state nominations, is it suggested not to apply for state nomination for the moment or shall I proceed with visa 189 only ?
I have assessed 3.5 years of relevant experience; For SN 190/491, shall I try Tasmania even though they require 5 years minimum of experience? Is there a chance they may accept it ?As understood from your timeline, you have 70 points for 189.
In accordance with the recent invitation rounds the above 90 point holder are being invited.
Bottom line is that you will need to increase another 15 to 20 points to increase your chances for 189 (or) try state nomination (190/491).

Chartered engineer is a registered engineer I guess, So how should I get it.Refusal rate is very high even for the people who demonstrate 5 years experience .
3.5 years experience does not meet their criteria.
In addition, you will also need to be on NER or Charted Engineer .

Only option in front of my eyes is to assess my experience and education through engineers Australia , isn't that enough ?
