- are a stateless person
- do not have a passport
- have not travelled in or out of Australia since July 1990

- Must complete Form 1300t Australian citizenship – General eligibility (542KB PDF) if you are between 18 and 59 years of age
- Must complete Form 1290 – Australian Citizenship - Other situations (506KB PDF)if
- you are 60 years of age and over
- you are 18 years of age or over have a permanent loss or impairment of hearing, speech or sight
- you are 18 years of age or over and have an enduring physical or mental incapacity that means you cannot understand the nature of your application or cannot demonstrate a basic knowledge of English or a basic knowledge of Australia and the responsibilities and privileges of Australian citizenship
- you are 16 or 17 years of age
- under 16 years of age and not applying with a parent
- If you are applying in Australia,
- include certified copies of your documents
- Do not post original documents with your application—except for penal clearance certificates
- Lodge your application by post to the address on the form nearest to you
- If you are applying from outside Australia
- Certified copies of all the documents need to be included with your application. Do not post original documents.
- Submit the application by post or courier to the address listed on the form
