NSW Basis for NSW regions to provide 491 nomination

Hello All,

NSW is the only state who has region wise split for 491 and the governance is given to regions. I am just wondering what is the basis for NSW regions to choose candidates and provide nomination. Could someone please clarify my following doubts

1) As English and Experience are the only criteria mentioned, do they give preference for better English score and more experience (even though 5 years is mentioned) for that occupation?
2) Do they normally have occupation wise quota?
3) How should we select a particular region while applying in NSW? I mean, how do we gauge our chances for a specific region? To increase our chances, are we supposed to apply for multiple regions? Is it allowed?
4) What will happen to our application if pre-invite is not received from that region? Do they return our application fee?
5) Is there a statistical data somewhere to see region wise and/or occupation wise nominations of past?

I am sure most of the first time applicants will have these doubts. Lets share our thoughts and ideas on this topic.

Thanks for the clarification. Any idea whether we are allowed to apply NSW regions parallelly? or Can we apply one after the other only after rejection from a region? I could not find this information in the website.

You can make separate EOIs for each state, there is no issue

I must have not spelled out my question properly. I mean to ask, whether I can apply nomination within different regions parallelly? Because within the regions there is no provision to raise multiple EOIs as they all come under NSW state.
