Can I claim partner's point who's occupation is in STSOL whereas mine is in MLTSSL

There are lots of debate on this. My opinion is, if both the occupations are listed eligible for 190 in the list below, you can claim extra 5 points for subclass 190

Just my opinion though, without any official clear cut reference.
I just want to add to this post that recently I had the same situation where my job comes under MTSTSSL and my spouse under STSOL so while claiming points for 189 and 190, it only gets updated for 190 and for 189 even if we claim partner points it still does not get updated while we submit at the end. So that gives the clear indication that we cannot claim the points for 189 and 190 it is possible otherwise they wouldn't have updated without any issues. That's my take!

After reading the comments.. i realised thats its very confusing to claim partner points. but still i hope can you guys suggest for my condition.

I'm in the process of applying for 491 to SA, I being the primary applicant my job code is in ROL (Code: 149112, listed under Supplementary Skilled List of SA) and my partner's job code is under MLTSSL(Code: 261313, listed under State Nominated Occupations List), so can I be able to claim spouse points under 491?

Yes you can claim 5 points (but only under 491)

My skill is 263113;
My spouse skill is 263213
both are under STSOL list. I' am eligible only for visa subclass 190, correct? or any other visa type?
Can I claim partner points?

Also, you'll need to check state occupation list. Some states need the applicant to match state occupation list as well.

@MysticRiver , one more question,

My ACS occupation list is Network Analyst 263113 which is under the group Computer Network and Systems 2631xx.
In Combined occupation list in NSW Occupation list, I see only
  • 2631 – Computer Network Professionals

So, I can apply for subclass 190 under "Computer Network professionals" right?

If it only mentions 2631, 2631xx should be part of it.
