If someone is claiming partnerskill points but now IELTS has been expired then still the primary applicant can expect the invite from DIBP or State.

The partner needs to have a valid IELTS at the time of the invitation if the primary applicant claims partner's point. So, even though he would receive an invitation (because the system does not validate claim at that point), most likely there will be trouble during the visa processing stage (and can result in visa refusal).


Note that, for Australian Immigration, the validity of IELTS is 3 years, not 2.
