Upon querying DHA, they advised it would depend on the local school policy. 489 will not be regarded as permanent residents for sure (and hence not domestic), but some school might have special consideration for 489 visa holders.

Even for public schools?
When i enquired about enrollment at one of the public school in Adelaide, they specifically mentioned about 457 /482 visa which is quoted below.
Nothing they mentioned about 489, which is also very common.

457 and 482 Visa Information for overseas students:

Students born overseas with a parent holding a Temporary Work (Skilled) subclass 457 visa or a Temporary Skills Shortage (TSS) subclass 482 visa are required to pay a contribution fee when their child attends a government school. The parents register online and present a Confirmation of Registration letter with a temporary resident student number to the enrolling school.
