Because EA is the authority which can verify your employment by all means. Like, authenticity, skill level etc. This is the reason i always recommend to do a relevant skilled experience assessment before claiming the experience in skill select, if you are not 100% sure. Because, in worst case if you cannot submit sufficient proof for claimed point, your visa application will get rejected.

May i know in which subclass did you apply?

Employment verification cash payment.
You need to provide all possible documents to claim this. a letter from the employer showing your monthly salary, mode of payment, your roles &responsibilities etc. Since the payment was in cash, you won't get any tax document. But the chances are slender to get this considered by EA.
@mohsinciddiki @Dileep @MysticRiver - what you guys think?

Well, that is quite strange for the CO to ask for RSEA as it is not a requirement from DHA as well as by EA. But clearly, I believe CO is unable to evaluate your experience based on your claims against the requirements for your occupation and is referring to the relevant assessment body which is quite logical. For documents, as @PK-Adelaide suggested, you need to upload all possible documented proof of your employment as EA sometimes become very crude in verifying the experience and asks the maximum documents possible. So better be prepared well in advance and submit your case with salary slips mentioning mode of payment as cash, your life insurance from company having your name on the insurance card etc. as a secondary proof, any govt related document which shows your relation with your employer (Form 16, income tax return etc. )

Now case officer comments to provide relevant skill employment verification letter from concern authority
This is the first time I have heard a CO asks for RSEA. In the past, EA maintained that RSEA is optional though "highly recommended". However, someone reported earlier that when he called the DHA hotline, the operator told her he needs to do RSEA. Maybe that's an indication that DHA is shifting its policy about RSEA.

The docs mentioned above should be fine. I don't think they will require any further. Here are the ones which I had submitted:
1. Duty letter - on company letter head with salary, designation, weekly hours of work, and job responsibilities, with email and phone contact of the signing manager.
2. Salary slips/bank statements.
3. Form 26as
4. Contracts
5. Visa copies for the job which I had in Qatar

All the best.

form 16
Form 26AS with no entry bcoz of cash salary

Wonder whether these docs which are tax related have any mention about salary since it is paid in cash.

If you have a form 16 for this period ( salary as cash), you might have filed the tax return. Then you can also attach ITR-V.

Note: uploading any document( like FORM26AS) without any entry about salary may adversly affect the application.

A blank Form26AS in no way stands as proof that you were working. but instead, it can be considered as a solid proof that you might not be working during this period.

and salary is in cash that's why it shown blank

hmm... i don't think you have to show something which is blank. A blank Form26AS is not a proof of salary received in cash. it can also interpret as no salary received.

For a period of employment where salary is received in hand (cash), you can support your claim only with the docs/proofs from the company.
they are,
1. Letter from the employer with duties and responsibilities during this period.
2. Salary slip with mode of payment- cash
3. Reference Letter
4. Appointment letter
5. Service letter (with annual salary drawn)
7. Appraisal letters etc.

A blank Form26AS or Form16 won't stand as a valid document to claim your point.
