Hi Mysticriver,
First of all, I would like to thank you for the wonderful posts and answers to many of the questions asked here.
I have few questions I would like you to help me with.
1. My daughter is less than 10 months ago and I have applied for a passport for her to include her in my 189 PR application but it appears her passport will delay a bit. Please could you suggest what I do in this instance because I want to be in Australia and leave her in my home country?

2. Can I apply with my wife's old passport which bares her old name and attach all the necessary documents which proves that we are married?
And when the new passport that she has applied comes, I can notify the CO about it even before a final decision on the PR is made?

If you get her passport before your PR grant notification, you'll be able to add her as secondary applicant and she'll get her PR at the same time as you. However, if you fail to add her in your application by the time you get your PR, you have to then apply for her Visa separately as your dependent. There will not be any issue for that as she's your daughter, only sometimes the process take some time (because that will be a complete new application). What I suggest is to talk to your CO to check if there any way to include your daughter in your application and provide the passport afterwards (when ready). There might be a way, but I am not exactly sure about that.

2. Can I apply with my wife's old passport which bares her old name and attach all the necessary documents which proves that we are married?
If you provide documents like marriage certificate, that will be fine even if her passport does not have your name on it.

And when the new passport that she has applied comes, I can notify the CO about it even before a final decision on the PR is made?
Whenever you passport is changed, you are required to notify your CO/DIBP (even after you receive PR). It is not an optional thing. So to answer your question, you can change your (or any applicant's) passport any time, but must notify DIBP with Form 1022.

On my first question that means I can indicate my daughter as non-migrating dependent and forward it to my CO in my original PR application and when my daughter's passport is ready even before the PR decision is made, I can tell my CO to change her status to a migrating dependent and pay her additional fees to have her PR also. This is general process which you can do as last resort, but first I'd suggest to directly contact your CO to include your daughter as migrating dependent. Non-migrating dependents are meant for your dependents who are not going to accompany you in near future. But your daughter will be migrating with you for sure.

So, ask your CO how you can add her as migrating dependent without passport. I think they might just hold your grant unless you provide her passport (similar to when you have delay in submitting any requested document). So, I'd suggest to add her as migrating dependent (secondary application) and request your CO for time to submit her passport (just explain the situation, they should easily approve), even though that means you might have slight delay in your process.

Dear MysticRiver,
Thank you for your help so far on this forum. I have one more question before I hit the submit visa application button. I have decided to use my wife's old passport which bears her old name (the new passport is not yet in because of a lengthy process) in our 189 visa application. I would like to know
1. if I should use her old name in filling the online visa application so that it corresponds with her old passport which would be attached or
2. should I use her new name (which was changed due to marriage) in filling the online visa application and then attach her old passport which bears her old name and also attach other legal documents to show change of name like gazzette or affidavit from court?

I would be grateful if you could help me help here on this one.

Normally, applicant's name and DOB should match her passport. So, in your case I'd suggest to wait for the new passport if possible.

Otherwise, I think a better approach would be to follow option 2.

Hi MysticRiver,

I trust that you are very well. I applied my 189 Skillselect visa on 9th June, 2016 and front loaded all the documents (including dependants documents) same day with the exception of dependents health and police clearance certificate which was loaded 30th June, 2016.
I have not received any message from Visa Processing Centre whether or not a Case Officer has been allocated to my application.

a. My application status indicate "Received" and No Action Required for the Health Assessment after the Health Facility submitted it. Could this be a Case Officer is working on it without my notice?

b. But my question is I used my spouse old passport (which bears HER MAIDEN) for the application but I have now received her new passport which bears HER NEW NAME (due to marriage).
Would you advice that I submit her new passport with her name whiles the application is still with the Visa Processing Centre or should I wait for the decision to be made on our visa first before notifying them about the change of name?

Grateful, if you can help me here.

A. There are conflicting theories regarding that. Some claim it is possible that they start processing straight forward if they receive all the documents before assigning CO. Others suggest no matter what, there is no processing before a CO is assigned. It is tough to tell which is the correct statement as DIBP never reveals their process.

B. You can upload form 929 to change passport details.
