Good time to apply for Police Clearence

I am yet to start with my skill assessment & have long way to go for lodging an EOI. However, after EOI gets approved i have to get a police clearance certificate. Instead, can i get it now as i am going to change my residential address? The address in passport will now be different from the address where i will be residing.

You can get it now if you leave the country. Otherwise, if by the time you get your grant, the PC expires (each PC has 1 year expiry I believe), you need to take it again.

Would there be an issue if the PC and passport address are from different states?
Eg: I am residing in one state where i plan to get PC done, however my passport was issued from hometown which is a different state.

Depends on the country of residence.
For ex: In India, it doesn't matter where you get the PCC from, because it's approved by the Regional Passport Officer. But in the US, you need to get PCC from the individual states as well, based on some condition.

Then, you just need to make an appointment with the Passport seva kendra and be present with the passport and other ID docs as well as some address proof.
