graduate/PhD pathway no longer part of skilled migration VIC

Hope you are all well!
I just learned that there have been dramatic changes to the 190 visa program in Victoria. It seems that now all PhD students won't be eligible to nomination as in other states, and will have to apply to the standard process. Does anyone have any insights if this is temporary or permanent?

Our new skilled migration program
The PhD pathway is no longer part of our skilled migration program. If you hold a PhD and meet the requirements, you may still be eligible for visa nomination.

Timeline missing
At the moment, it is not known if the Graduate/PhD stream will reopen. As you correctly said, even if you are a recent graduate/PhD, you must now meet the standard requirements.
