Which subclass are you talking about? 261212 is not an eligible skill for 189.

@MysticRiver is right, there is no data in case of 190/489. As I am on the same boat, 2324 also don't have occupation ceiling. So more points you have more are chances to get state nomination, also research about particular state where chances are high and be ready with questions like "Why you have chosen VIC over NSW?"
