Hi. I sent email to Home Affairs and requested to give me waiver to arrive in Australia due to COVID-19 outbreak and flight suspensions. They responded with a document with below statement. I want to know is it a waiver or not?

This condition requires that each visa holder must make their first entry into Australia before the date specified in the “Grant Notification” letter.

Skilled Migration is aware that in certain circumstances you and/or family members who were granted a visa as part of your application may not be able to comply with this condition.

Failure to comply with visa conditions can render a visa liable for cancellation under the Migration Act 1958 and visa holders are strongly encouraged to make their first entry to Australia by the initial entry date provided in your grant notification, however, generally we will not seek to cancel a Skilled visa where the only reason for doing so would be breach of this condition.

Visa Validity Period
This notice can only be used during the period for which you hold a valid visa. Information about your visa validity period is available in the “Grant Notification” letter.
We cannot extend the validity period of your visa to enable you to travel to Australia and if your Skilled visa ceases for any reason then you cannot use this notice to enter Australia as the holder of this visa.

I think this line is enough, especially under this unique circumstance.
But the problem is that the letter does not include my name in it and it states that the facilitation letter is applicable to visa 189 & 190. I even checked my IED on VEVO and it was same as in my grant letter. How can confirm the waiver then?

What is your visa subclass? If it's a PR visa, I don't see any reason to worry if you fail to honor IED in this situation.

What is your visa subclass? If it's a PR visa, I don't see any reason to worry if you fail to honor IED in this situation.
I'm holding 190 visa.

I think they are not going to cancel 489/491visa for failing to comply with IED. But you must confirm this with DHA. Contact them, preferably by email to have written correspondence, and get an official answer from them.

I ever write the letter to them, but got auto-reply mail answer which is not from my questions.
If auto response indicate that due to covid-19, you can delay your landing, you are good to go
