I believe form 80 is mandatory for each applicant so a big YES.
Keep checking your EOI/Registered Email it could get a little delayed for now if you have recently got invited since its Christmas holidays.

You are right, Form 80 is mandatory for all the applicants (primary/secondary). If you submit before hand, you can avoid unnecessary delay because otherwise DIBP will ask that later.

Interesting. This must be a new rule, because last time I checked it was definitely mandatory for all the applicants. I'll have a thorough research and get back.

Btw, don't you have that in your document checklist inside immiAccount?

First of all, thank you so much for quick response. When I checked the 190- visa checklist, they recommended to fill both forms ( 1221 - 80 ) However, in my immi account page I never see with the requirements ( document checklist inside immiAccount)
Only form 1221 required from my wife on her page requirements

This change must be a very recent one, that's why it has not been circulated everywhere. Because, I certainly know, it was mandatory for all the applicants not long ago.

Good information you picked, thanks, though I have to search a bit more to be certain. Because if this is what it seems, it's a big change ... change of something that has been in place for long.

Yes, this link still asks Form 80 for all 18+ applicants, which has been the case for long time.
Each person who is 18 years or older can complete and attach the following documents. Providing this information with your application can reduce processing times.
  • Form 80 Personal particulars for assessment including character assessment (554KB PDF). Complete all parts of the form.
  • Form 1221 Additional personal particulars information (289KB PDF)
  • A copy of your curriculum vitae (résumé).

That's why I said, I am not totally convinced that Form 80 is no more required for off-shore applicants, as the previous link suggests. It is possible that the change the rule recently, so haven't updated all the links.

If you don't mind I can send here a screen-shoot for my wife requirements page which only show the form 1221 requested.
You can of course upload the screenshot, however you should obfuscate the confidential information such as IDs, name etc (you can use Paint in windows).

In my opinion, whenever confusion arises, it is better to take the safest path. Submitting Form 80 is not going to harm, even if not required, so you can just fill up and upload that for your wife. But if you don't upload, still it's not going to be a big issue. The worst thing that can happen is, DIBP will ask you to submit Form 80 later.

Yes, the screen clearly shows Form 80 is not in your required/recommended list. See, like said, this rule, if true, is a recent one. But I see no reason to panic about this. Because two things can happen
  • Form 80 is really not required but you upload it anyway. In that case DIBP will just ignore that document, no harm no foul.
  • Form 80 is required, but you did not upload. Because no CO asked you directly, so you have nothing to worry. Some one will contact you in some stage and tell you to upload the missing document. Again no harm.
So, in any case, you have nothing to worry much.

However, I find it interesting and looking forward to find the truth about it (whether it really is not required anymore for offshore applicant )

To be honest, I don't see any chance at all of any complexity due to this particular issue, no matter you upload Form 80 (now) or not.
