General Landing in Different state Regional Area (DRA) on 491.

I got invitation for 491 form NT but my brother is living in perth regional area. My question is landing on different state regional area rather than direct landing in Northern territory is allowed or it will cause problem during 191 application. I am so confused please share your real life experience if you had same scenario in past. Gratitude!
