guyz, quick question,
with holding 489 visa, can we follow university programs(MSc,MBA) with rates that offered to local students?
Or we have to pay the university fees as student Visa that offered for offshore students?

You cannot avail the concession fees as it clearly mentioned " for Citizen or Permenant Resident".

To confirm this, check the course fee calculator ( university website) and enter your details.

here's the breakup of our monthly expenses (for couple and 2 yr kid). Below is the average for 6 months from April - Sept 2018

HOME
Home rent - $1475 ($340 per week; 3 bed- 1 bath - 1 car park- independent house- 25km from CBD)
Electricity - $65 (averaged)
Gas - $65 (averaged)
Water - $65 (averaged)
phone + 120GB data - $120
Furnitures/appliances - $100 ( averaged for 6 months as you will be buying one by one, big appliances not included.)
Big appliances* - $ 170 { DD fridge ($700) , front washing machine( $600) , 2 queen size mattress ($600 each), others /24 months EMI )
Total - $2000 approx (not included: home insurance, netflix, lawn/garden maintenance, house maintenance)

TRANSPORTATION
Car loan - $600 ( approx.)
Car insurance - $75
Fuel - $75 ( my office is 5km from home, i will come home for lunch, thus 20km per day + weekend outings)
Car service - $60 (averaged )
registration - $60
Total - $900 approx (not included: occasional public transportation)

DAILY LIVING
Groceries - $600 (includes all vegetables, fruits, stationary, toiletries, fish+ meat, porotta, kappa, laddoo, soan papdi ...... everything:p)
Dine out - $100 (dine once in 2 weeks. we prefer to eat from home, so this largely depends on lifestyle)
Beverages - $50 ( 12 -15 bottles of beer)
Clothing - $180 (winter clothes, summer clothes, clothes for growing kids, foot wears, grooming items )
Others - $40 (toys, bags, small electronic/electrical items such as weighing balance, thermometer, phone accessories etc.)
Total - $950 approx (not included: child care which generally costs $10 per day)

ENTERTAINMENT
Movies/ Plays - $20 ( atleast a movie in every 2 months, other community gatherings like Onam celebration etc)
Outdoor trips (local) - $40 (weekend trips nearby, Zoo, victor harbor etc )
Total - $70 approx (not included: sports)

HEALTH
Health Insurance - $232 ( medium level health cover for 2 adults+1child)
Medicine - $20 (general medicines for cough, cold etc - amount shown here is higher than the actual expense, to be in a safer side)
Gym membership - $40
Total - $250 approx (not included: doctor consultation as this is covered in health insurance)

VACATION/HOLIDAY
Airfare - $220* ( *flight ticket for 3 from ADL to COK averaged to 1 month, assuming one vacation per year with a total expense of $2500 )
Total - $220 approx

Approximate total expense per month considering all the above- $4400 ( please note: we are living a moderate life style whilst fulfilling our wishes and needs, so there is enough room to control this expense and bring down at initial days)

Wonderful breakdown - this is cool indeed!

I am not sure if SA gov pays any additional support, but you may be eligible to get child support from the Australian government. You must meet certain criteria though. Check the following link
https://www.humanservices.gov.au/individuals/child-support

No additional support is provided by SA except the following.

1. Child care rebate - with some conditions
2. First home owners grant - if you are planning to buy or built a new home, a grant of $15000
3. Medicare (nationwide)
4. higher education support for Self & Spouse - with some conditions
