I have completed MCA in India through distance education and completed BSc Electronics full time. I have a total experience of around 18 years
Will it be considered as Level 9 qualification?
Usually distance education is not considered during assessment and most probably when you were doing this distance education you might have been working as well, so they will not consider your work experience as well. Either show your work experience or education. You cant show both for the same period.

Hi, distance education is certainly acceptable. As long as the university is UGC accredited, there's no problem whatsoever.
Go ahead and submit your master's degree for evaluation. Thousands of student's in Australia and other developed countries study while working so, it's completely legitimate. Moreover, you have full-time bachelor's degree to establish your credibility.

Distant education is considered and acceptable for assessment as long as it is recognized by the local education body. But the concern raised by @littlejohn is also correct that you can claim either your education or your experience points if you were working while studying as experience for points claim is only acceptable which is completed after the graduation date

Adding more details for everyone's benefit:
1. If the occupation requires a certain minimum qualification, then the work experience gained after completing the qualification is fully considered after making necessary adjustments for 'training'.
2. Your Master's degree will independently get additional points 'as it is' if you have acquired the degree from a recognized UGC accredited institution in India and the grade/aggregate is above 65% in most cases. You'll get points for education even if it is irrelevant to the occupation.
