What is the minimum score required to apply for subclass 489-South Australia as an offshore applicant as a 261313:Software Engineer (as of end of 2018)? Is it 70 or 80? Or is offshore applicants are not eligible to apply for subclass 489 under 261313:Software Engineer?

I did and it was confusing for me because different pages give contradicting details. I contacted Immigration SA, but they did not reply. Therefore, I have posted a question here, so that someone who knows can help out.

You can't apply for SA 489 with 261313 unless you meet at least one of the below two criteria

Yes, that's not well put. What I understand is you have to meet all the conditions listed. So, if you list down the conditions for 261313 on the main page and additional information page:
  1. Provisional 489 visa only
  2. 70 points required
  3. Not available for high points nomination
  4. Not available for chain migration nomination
  5. Special Conditions Apply (any of the following)
    1. International graduate of South Australia
    2. Worked in a skilled occupation in South Australia for the last 12 months
    3. Have an immediate family member permanently residing in South Australia for 24 months or more
    4. have high points (80 points)

Now, think of who can meet all the criteria

  1. Subclass 190 ---- DOES NOT MEET (1)
  2. Subclass 489, international graduate of SA, 70 points ---- MEETS ALL CRITERIA
  3. Subclass 489, offshore applicant, 80 points ---- DOES NOT MEET (3)

So, you fall under category 3 above.

@MysticRiver said correctly, your occupation falls under special conditions in which you have to clear one condition. In 4 conditions you can't opt for high points as already mentioned for your occupation and rest you don't qualify. So SA is not the right choice for you. Good luck for rest !
