According to the Migration Amendment (New Skilled Regional Visas) Regulations 2019, three new visas have been introduced to 'assist regional Australia.'
The explanatory statement issued by the Minister for Immigration, Citizenship and Multicultural Affairs states, "The amendments introduce a revised points system for the subclass 491 visa as well as existing General Skilled Migration visas. Points are awarded for attributes that are linked with the applicant’s ability to make the greatest economic contribution, as the key purpose of the skilled migration program is to maximise the economic benefits of migration to Australia."
The changes to the points test are to introduce:
· more points for having a skilled spouse or de facto partner (10 points);
· more points for applicants nominated by a State or Territory government or sponsored by a family member residing in regional Australia (15 points);
· more points for having certain STEM qualifications (10 points);
· points for applicants who do not have a spouse or de facto partner (10 points); and
· points for applicants with a spouse or de facto partner who has competent English (5 points).

Will they apply this new point system for 189 visa class as well? If so it would be beneficial for applicants with professional partners as well as for single applicants.

Currently they are proposing only for Regional Visas so you never know

There are pros and cons with these 3 new visas. However, these are the wise steps taken by the Australia Gov to promote Regional Area. Hopefully, there will be more employment opportunity in Regional as well, or else this plan could be futile and resulted with immigrants abundant.

As we are hearing that immigration dept is reducing 189 invites and will increase the quota for 489.
What about state nominated visa 190? Will it also be affected?

Yes, but the effect is not very much i believe. As per the migration planning levels for 2019-20 , 24,968 visas have been allocated. Whereas as last year, i think, it was a little higher than this. I couldn't find that comparison table for both years.

I am on 485 post grad visa now. currently doing Accounting PY. I have a dependent partner on this 485 temporary visa. He is not skilled.

Is it possible for me to apply for my PR on July 2020 and NOT declare my partner as a dependent? This is so I get 10pts as single skilled.

Thank you for this. Really Helpful! May I ask if Accounting is part of STEM?

If you already have partner and his information is with immigration department , then hiding any information for getting some extra points wont be a good idea. Australian immigration are too strict to applicants who mislead them, and at later stage , if they get to know they may take action on your PR and it may be cancelled under immigration law.

If you go through below website and try to filter Regional area jobs , there are not much position available specifically in field of IT/Science Technology . how would Australian govt. boost job opportunity in these areas ?

https://www.seek.com.au/

They must have to come up with solid planning to increase job opportunities. it is not that forcing people to live in these areas where there are not jobs. People who are living in developed city must have to thing first, that why would they leave their current jobs and will move to place where there are very less job opportunities, isn't it ?

I'm married and my spouse is in overseas and the marriage registration already had done in my country but I haven't apply for the dependent visa of my spouse from Australia yet. so is it possible to apply my PR as a single applicant?
Yes but if you are planning to apply for your spouse also, better do it together

I am just confused. Will the new pointing system on November 2019 will also be applicable for Sydney Visa 189 applicants? Or just for regional areas only?
I heard from friends, they said it applies to sydney siders as well. Is this tru? Or deginitely it’s for regional areas only.
