NSW Payslip and other requirements for state nomination application

I am hoping for applying for 491 visa (mechanical engineer) in NSW at some point in the future (offshore closed atm - applied via skillselect but not directly to regions). I downloaded the 3b (offshore) application form just to have a look and prepare what is required.
Under point 4 the following are required (see below). Do you think that letters of offer, contract and payslips really are required in offshore case (isnt it for streams 1 and 2- those who are onshore and have an offer)? If so, which contracts and payslips should they be_
Regarding the points under applicants residency outside australia, how important are these and why other bills, eg phone internet are noted as mandatory?

Yes, if you want to claim any points based on your experience. Without those documents, DHA won't be able to verify your claim.

Regarding the points under applicants residency outside australia, how important are these and why other bills, eg phone internet are noted as mandatory?
Probably to make sure you are offshore applicant.

You need your job responsibility letter (that details down your, well, job responsibilities and work hour etc.), and proof of payment (e.g., payslips, bank statements, tax documents etc.).
 
Consider before posting:
