I am planning to apply for the PCC in a few days and i'll be changing my residence on 1st of July 2018.
1. Can I submit PCC for the current address and later update change of address in visa application.
2. Will DIBP ask for new pcc because of change in address after PCC is issued.
3. Does DIBP really care about address related to PCC? or Is it only the criminal offences they are trying to know about?

1. I believe that'll be fine.
2. Don't think so, each PCC is valid for 1 year.
3. You just need to update DIBP of your new address, if you change it after you submit your application.

Do you know any official documents which mentions that change of address post PCC is ok?
Usually you won't find any document which list down all "ok" things (because there would be millions), rather you find all the "not ok" things in the documents.

I strongly believe that the PCC is provided for the address mentioned in the Passport and that's what the CO needs. Furthermore, people tend to have multiple addresses though one of 'em is considered as the permanent address. There should be no issue if you have a change in address and that is updated to the Dept via the immiaccount.

@Dileep @MysticRiver thanks for the responses. I planned to get PCC before I change address because it's easy & past to get the same as the address in the passport is same and unchanged. Now after I shift my residence, the PCC will need physical verification by the local police which will take upto a month to get the same.

Now after I shift my residence, the PCC will need physical verification by the local police which will take upto a month to get the same.
This, in fact depends on the issuing authority. We are supposed to apply for it online through the passport seva kendra website, and after getting the appointment, have to go to the center in person and produce the original passport there. The passport officer is the authority for issuing PCC now and they just have to check whether you've any pending issues with the police.
In my case, I got the PCC (2 originals) then and there. Just had to be patient in the queue for around 20 mins. No physical verification occurred.

FYI, the PCC is issued on the name of the applicant as well as his/her passport no:. Address is mentioned nowhere on the certificate.

@Dileep - I am residing abroad and will be applying for my Indian PCC. In such a case, how can the verification be done by the regional passport office at my permanent address in India? (My parents are currently living at that address)

Hope you can help me out on this.
