Dear Sir,

I am ready to submit my EOI under visa subclass 489. I have only 60 point and zero point for working experience at the moment.

I can gain 05 point for working experience after 01st of March 2017.

As I have heard, result of EOIs submitted with state sponsorship will be available soon after the submission.

My questions are;

1. How cloud I gain points for 03 year experience that I fulfill in March 2017...??
2. Is there any opportunity to gain those points during the visa application is processed?
3. If I managed to gain those points would I be able to switch the subclass to subclass 190 ?

There is nothing such as EOI result. Once you submit EOI with desire for a state sponsorship (subclass 190 or 489), the corresponding state will put your EOI on their pool. Periodically, they invite limited number of people based on their points. If your EOI is accepted by the state, you'll get an invitation to apply for PR against your EOI.

You can get that point once March 2017 comes. There is no possibility of a pre-claim.

Is there any opportunity to gain those points during the visa application is processed?
No. As soon as you get your invitation, your EOI will be locked (means, you can't add/remove points). Visa processing comes even after that, so no way you can gain any extra point during visa application processing stage.

But I am curious to know, why you would need any extra point during visa application processing? Points are required only to receive an invitation, nothing else. It has no impact on processing time/decision or any further steps. So, as soon as you get your invitation, you should stop worrying about your point, no matter you get your invitation with 60 0r 80 points.

If I managed to gain those points would I be able to switch the subclass to subclass 190 ?
Again, you cannot switch your subclass after the invitation. If you received the invitation, but yet to submit the visa application, you can submit a new EOI in the new subclass and let 60 days to pass for your old invitation to expire (without accepting). However, as soon as you accept an invitation and submit visa application, you can't change that without withdrawing your application (and forfeiting the application fee).
