Department of Home Affairs has made some arrangements for prioritizing the pending visa applications of all the subclasses (skilled-migration related only). It is designed to complement other recent changes to skilled migration to ensure that the economy gets the skill it needs now. They help to better address the needs of the industry by targetting skills in demand across a number of sectors and help ensure that the skilled migration program is responsive to the current economic climate and the needs of the Australian Economy.

The following point-tested skilled migration visas are subject to processing priority arrangements:

- Subclass 189 (skilled-independent, Points-tested stream)
- Subclass 190 (Skilled - Nominated)
- Subclass 489 (Skilled-Regional/Provincial)
- Subclass 491 (Skilled Work Regional/Provincial)

For the above-listed visas, the current processing priorities (with the highest priority listed first) are:

1. Any point test system with Critical Sector occupations
2. 491 - Non-Critical (applicants within Australia)
3. 491 - Non-Critical (applicants outside Australia)
4. 489 - Non-Critical (all applicants)
5. 190 - Non Critical (all applicants)
6. 189 - Non Critical (all applicants)

Note: The above information is not shared anywhere on the home affairs website at the moment, but it can be obtained by sending an email to home affairs (skilled support) enquiring about the visa processing priorities and timelines.

I dont think so as that is not a core skilled visa
I guess the term core would depend on the occupation and the visa it self is a skilled visa. However being a temporary visa its very hard to get through these days as they are not allowing any temporary visa holders to enter.

I am pretty sure the condition above is only for the applicants who are applying as offshore, so in that term you already qualify to apply for this visa. You dont need to travel back to apply for this visa. Experts can elaborate if I am missing something @mohsinciddiki

Yes, what I meant by the core is the temporary visa. Since they are not focusing anything on the temporary grants (student, work visas, visits, etc. ) your application is likely to be left untoched till further annoucement if you are not in the list of above mentioned visas

If you are already working and living in the regional NSW area or the last 12 months, you are qualified for category 1, not 3 as @littlejohn said, category 3 is for those who are living and working outside NSW Regional areas
