Hello!

We have planned our travel to Australia on 13th April,2020 and booked airline tickets with Malyasian Airlines. We all are very much aware of the recent outbreak of corona virus throughout the world and concerned about the travel ban imposed by the Australian government. At the moment Bangladesh is not included in the list but we are worried about the fact that whether a travel ban is imposed then what is DHA's regulation going to be on this issue. Our last date of first entry is mentioned to be 05 November 2020 in our visa grant letter. But if a travel ban is imposed before our departure and remains active up to 05 November 2020, will there be any extension or our grant will become invalid?

You can get the exclusion of IED based on coronavirus. People have done it successfully

Yes, before IED you need to enter the country but if they exempt, then you can enter anytime before visa expiry

Then is travel ban applicable if I am Permanent resident who have not made first entry yet?
travel ban nothing to do with PR or non-PR holder. Just to safe yourself, you can get exempted from IED by requesting them. Then if there is ban also, you may visit later before visa expiry

There is no travel ban on the PR holders or Australian citizens. However, travel through high risk countries like Mainland China, Italy, Iran and South Korea is strictly prohibited. If you travel through one of these countries, they will quarantine you for 14 days for any symptoms of the virus infection. I agree with @sky1988, the general travel ban is not applicable for PR/citizens. However, everyone needs to be quarantined for 14 days.

However, what @Adrita asked is an interesting question. If someone hasn't made his/her first entry, whether he/she would be exempted from the travel ban as a PR. I guess the idea of exempting a travel ban on PR/citizens is they most likely have permanent setup in AU, but for @Adrita's case, someone can argue against it. So, that's an interesting topic to discuss and follow, I don't have a certain answer.
 
Hi, department now says on their website that you can enter after IED for 189, but you must contact the department when you are able to travel and must "still meet the conditions of this visa". Any idea what conditions they are talking about that you have to meet to be able to enter after IED?

Check VEVO, you will have all the conditions listed (also you can find them in your grant letter).
