SA SA State nomination for 489

I have a query regarding SA state nomination requirements for 489 subclass visa.

Will South Australia Immigration Dept. gives the nomination on qualifying basis (for available occupations for 489 subclass i'm particularly interested in Mechanical engineering draftperson-312511 which do not have any applicable special conditions) or it is merit based?

For example: if someone has 50 points and lodge the application now will he/she be given the nomination as he/she is fulfilling all the eligibility conditions. This will further add 10 points to help the candidate to pass the Department of Home Affairs points test or candidate with more points from a pool of candidates will be selected ? Let’s say a candidate who have 60 points excluding state nomination points for 489 will be preferred over a candidate having 50 points?

Precisely, I want to know that do individual EOI point scores are considered while giving a nomination or it is given to anyone who qualifys and fulfills the criteria?

The points score receives higher credits and hence those EOI's with higher points are responded to first.

It means if there are not many profiles than me then they can consider my EOI for nomination otherwise not. am i right ?
Yes, you are. But there is no way to see whether there is anyone above you or not.

Yes, you are. But there is no way to see whether there is anyone above you or not.

I got this cleared by Immigration SA and they said there is no priority consideration for EOI's for state nomination.

Now my question is that do I have to score total 60 points that include 10 points of State Nomination (489 subclass) if i'm able to get one or should i have to score 60 points without 489 state nomination points ?

Total 60 points (50+10) would make you eligible to submit your EOI/nomination application. However, the higher points you gain, the more chances of getting a nomination.
