Hi, NSW state nomination (for visa subclass 190) has introduced a selection based criteria to nominate applicants.

They stated that

Could someone please help me to understand what first two criterion actually means? What I understand is the higher the points or the higher the english language score the better your chance to get nomination.

Is there any minimum badnds for points or English language test score in the selection criterion?

I believe they meant the candidates with higher point will get state sponsorship first.
If multiple candidates are stuck with same points, the candidate with higher English Language Test will be sponsored first.
If some candidates are neck to neck in above two criteria, the one with higher skilled employment history will be prioritized.

As this is all comparison, there is no use of the concept of minimum points in state selection round.

However, to apply, you need to have at least 60 points irrespective of your visa subclass (189 or 190).
