Invitation statistics for high demand occupations

Due to large numbers of EOIs being received for the below occupations, DIBP decided to invite on a pro rata basis for these occupations over the 2017-18 program year. However, this process can be changed if the situation demands. SkillSelect first allocates available places to Skilled – Independent (subclass 189) visas and then remaining to Skilled – Regional (subclass 489) (Provisional – Family Sponsored) visas. If all places are taken up by subclass 189 visas then there will be no invitations issued for subclass 489 visas in these occupations.

Seems like the cutoff will come down to 60 in the next round, at last, for non-prorata occupation though.

Still a mystery how 2631, 2613 DOE is in Feb/March whereas the DOE for the same occupations were already in covering March back in April'17 invitations.

Sorry for being naive but can someone help me understand if this means that all 65 points applications filed(EOI) for code 2613 till 20/03/2017 are now processed?

My Point breakdown is as follows:
Profession: Electrical Engineer
Age = 30
Education = 15
Experice = 10
NAATI = 5
Total = 60

EOI (189) Lodged on 05/09/2017.

I wonder whether 60 will going to be cut off for non-pro rata? Any idea?

I believe non-prorata will hit 60s at the next round. However, there will be a huge backlog at 60s, so the EOI date of effect would play a huge role.
