As the title suggests, I have a question that whether an offshore spouse of an onshore PR holder could be granted a student visa.

I am a PR holder and onshore. I recently got engaged and my fiance wants to enroll in an MPhil program in Australia. We are getting married in December 2019 and my spouse will be graduating December as well.

While I'll apply for the spouse visa, my spouse also wants to apply for a student visa on their own. I am a bit apprehensive about this as they won't be meeting the GTE requirement. Any thoughts?

Well, long time ago, I saw a case where a student visa was rejected for an applicant who applied for a PR visa beforehand. The reasoning given was he was trying to use the student visa to enter Australia by any means. However, for your case, it's spouse visa (which is almost a certainty), so she possesses a better chance. However, at the end, it's at DHA's discretion.
