I have granted my visa in December 2019, and still can´t travel, so there´s any option to travel to Australia, for the 489 holder´s visa?

You can travel as long as your visa is active and you fulfil all the covid related requirements

No, I cannot, there are a lot of restrictions for the holder of temporary visas like mine. you can see the information at this link.
