While filing for Visa , I am asked to provide my Employment reference letter with salary details , duties and responsibilities on company’s letterhead which is very difficult to get from my government owned organisation. Is this absolute necessary or there are other options?

Statutory letter from your manager/colleague, payslips, banks statements, and a letter explaining why you can't arrange an official letterhead.
