Who gets priority in pro-rata occupation - higher points or visa subclass

That's a question I have been thinking for some time. From what DIBP said, it seems like 189 will always get priority over 489 for pro-rated occupations, however, that means no invitation for 489 prorated occupations in the near past and foreseeable future

I believe among the EOIs with the same point, 189 always gets priority over 489FS. For 190 and 489SS, it's hard to say because states do not publish any data.
 
Consider before posting:
