What do they mean by showing good character? Are they expecting me to send a police check with my application or the department will process the police check themselves ?

@John G Good character evidence is a regular requirement of visa applications. Ideally, you should supply a police check based on your personal circumstance. Your application instructions will stipulate what you need to do.
Besides, the Department will still do their own background check.

@John G ... you'll need to provide PC from all the overseas countries you have visited since your PR if the total overseas stay goes beyond 365 days.
