Subclass 189 Partner Skills Points

Hi all,

In order to obtain the points for partner skills, does the partner also need to lodge an EOI with subclass 189? She has competent English. As she is an accountant, the assessing authority requires proficient English to carryout the assessment. So she will not meet 65 points to be able to lodge the EOI for visa 189.

Could some one guide to clear this out.?
